why does 施行 keep changing its reading or am i crazy

ok so i keep seeing 施行 in my flashcards and sometimes it says shikou and then another app says sekou?? wait is this a dumb question or am i looking at two different words with the exact same kanji... i swear every time i think i memorized 施行 it turns into something else and i cant tell if its law stuff or construction or what idk my brain hurts
