Step one, you master the radical for 力. Step two, you drill 全 in isolation. People who mix up 全力 with other compounds are just lazy and trying to use cheap flashcard shortcuts instead of following the Genki chapter order. If you don't build the foundation first, you will always confuse it. Do the work properly.
