wait is 風船 supposed to be a boat or a balloon

i was looking at a picture book and saw a kid with a party balloon but the word was 風船. isnt 船 for big ships?? why is a small rubber balloon called a wind ship lol. am i mixing up the kanji or is a balloon literally a boat to japanese people... wait is this a dumb question idk
