why is 策定 even a thing

My Anki deck threw 策定 at me today and my brain just checked out. How many words for 'decide' or 'formulate' do these people need. It looks exactly like 設定 and 決定 but with a slightly different flavor of suffering. Honestly what's the difference. I bet even native speakers don't care. I'm so done trying to memorize these corporate buzzwords. It all sounds the same anyway.
